Trial of Juvenile and Adult Court Register System

CCJAP has assisted the Kandal and Siem Reap courts to trial the introduction of a new Register system for both Adult and Juvenile offenders. If successful the register will replace some of the many registers currently used in the provincial court system. Benefits of the system include:-

  • Only one register entry needed to be made instead of up to nine entries.
  • Complete history of Case on one page.
  • Reduces the requirement of Judges to have as many registers for their own use.
  • Juvenile cases are administravely separated from adult cases, co-accused adult and juvenile cases are easily cross referenced using the two registers.
  • President of the court has only one register to check the progress of cases, Court President s could then at a glance check on the progress of all cases in their court by using the one register.
  • Inspector General of Courts will now be in a position to look at one register and check the progress of cases and not the current 8 or 9 registers currently in use.
  • The system provides a simple database in which to count court performance data.
  • Excessive pre trial detention is easily managed by using the one register to check on whether cases have exceeded the limit for pre trial detention.
  • Simple method for searching case records and history and provides a simple repository for proving prior convictions.

The system is used in every developed court in the world whether manually as in a paper register format, or in an electronic case management system, both types undertake the same basic functions.
