In 2008 concerted efforts were by CCJAP made to integrate
crime prevention and community safety into the Royal Government of Cambodia
local and provincial planning systems. This supports one of the Royal
Government of Cambodia key reform efforts to decentralise and deconcentrate
resources, authority, and accountability to improve services to the community
level and ensure effective and sustainable development.
This is being done by providing support to select districts
in Kandal, Battambang and Prey Veng province. Project officers have been
appointed in each of these provinces and are working closely with provincial,
district and commune authorities who have responsibility for managing the
development and implementation of Commune Investment Plans. CCJAP is supporting the use of the commune
planning mechanism to identify crime and safety issues affecting the community
and building capacity to develop proactive strategies to address them.
Battambang
Workshop on project
formulation and validation of Temporary Agreements signed at the Mong Russey District
Integration Workshop (DIW) in 2008 with Kor Kos commune officials.
The workshop chaired by Mr. Pal Choum, Commune
chief with the participation of Mr. Ghak Ghoeun, Mrs. Chheth Sim, Mr. Soueng
Sith, Mr. Oun Vann, members of Commune Council and Mr. Mom Rin, Chief of Post
Police and members of Sub Committee for Women and Children. The workshop was
held to formulate and validate all
supported activities under the gender and security sectors for implementation
in 2009.

Prey Veng
MoA Signing Ceremony between Prey Veng province
represented by HE Ung Samy, governor and AusAID represented by Mr. Lachlan Pontifex,
Counsellor Development Cooperation, presided over by HE Prum Sokha,
MOI Secretary of State and Chair of NMB. The ceremony was conducted on the 03rd
December 2008 in Prey Veng province. The MoA sets out the project objectives
in; support to the Legal and Judicial Reform strategy, police reform,
establishing sustainable crime prevention initiatives, court and prison reform,
and will last until the CCJAP project completion date in 2012. The MOA outlines
the coordinating mechanisms and is supported by an annual letter from the Chair
of the CCJAP National Management Board that details activities on an annual
basis.
Similar MOAs have also been signed with Kandal and
Battambang province.

Kandal
Public Forum between police and community in Koh Thom
district, Kandal province. The forum organized by the District Development
Committee led by Lieutenant Tam Vey, Deputy Police Commissioner, Kandal Province and his
colleagues with participation of community members, commune council members,
commune chiefs. The forum was held to
provide an opportunity to community members to raise issues of safety and
security facing their local community, and to support the police take a
leadership role in responding to these issues.
In 2008 CCJAP supported the districts of; Koh Thom, Kandal
Steung, Ponhea Lue, and Ksach Kandal, develop and implement a range of
activities under the gender and security sectors of the Commune Investment
plans.
